Job description

We're looking to hire a Business Development Manager to own the business development and commercial engine behind our strategic communications work for clients across the private and public sectors. As a Business Development Manager at GTG, you will sit at the center of how opportunities are identified, priced, won, and delivered profitably. 

This is an exciting opportunity to shape how GTG competes for and wins influential projects, working across proposals, pricing, contracts, and project financials. You will act as a trusted Business Development partner to internal teams and external stakeholders alike, bringing structure, accuracy, and commercial discipline to the full opportunity lifecycle.

Job requirements 

 

Primary Duties & Responsibilities 

  • Own the end-to-end opportunity lifecycle: monitor RFPs and tenders across government (e.g. Etimad) and private-sector channels, and coordinate their intake, qualification, and assignment 

  • Lead the development and pricing of technical and financial proposals using and ensuring deliverables are competitive and commercially sound 

  • Oversee proposal submission and compliance across Etimad, client portals, and email, including required legal documentation, qualification information, and deadline management 

  • Coordinate bid bonds, performance bonds, and bank guarantees with Finance and banking partners, ensuring timely issuance, follow-up, and release 

  • Review awarded contracts against submitted proposals to confirm alignment on deliverables and pricing, and follow up on contract countersignature and purchase orders 

  • Maintain the project tracker and prepare business development reporting (pipeline, RFP intake, leads dashboard) to support leadership visibility into commercial performance 

  • Support project teams with costing, pricing quotations, and third-party vendor cost inputs 

  • Track project timesheets and ensure consistent time-logging compliance across teams; help build out project P&L tracking and support invoicing processes with project teams as the commercial function matures 

  • Support vendor and contract management for client-related third-party work (e.g. media buying), and assist with related procurement activity such as vendor registration and portal management 

  • Act as a connective point between business development, finance, legal, and delivery teams to keep the commercial cycle moving smoothly, and mentor team members supporting BD and commercial tasks 

Job requirements

Required skills 

  • 4-6 years of experience in business development, bid/proposal management, commercial operations, or a related field, with agency or consultancy experience preferred 

  • Strong commercial and financial acumen, with comfort around pricing, budgets, and a genuine interest in growing into project P&L ownership 

  • Strong analytical skills and excellent command of numbers, with high attention to detail and accuracy under deadline pressure 

  • Strong project management and organizational skills, with the ability to manage multiple concurrent proposals and deadlines 

  • Exceptional interpersonal and stakeholder management skills, able to work effectively across Finance, Legal, Procurement, and delivery teams as well as external clients, banks, and vendors 

  • Excellent verbal and written communication skills in English and Arabic is a must 

  • Professional approach to time, costs, and deadlines 

  • High emotional intelligence, sound judgment, and a quick, adaptable learning style 

 

Experience and Qualifications 

  • Bachelor's degree in business, engineering, finance, economics, or a related field 

  • Prior exposure to government e-tendering platforms (e.g. Etimad) and RFP/proposal processes is a strong plus 

  • Knowledge of Saudi Arabia's economy, business environment, government landscape, and Vision 2030 programs is a plus 

  • Saudi national or valid Iqama (residence permit) holder preferred, as core commercial-platform access (e.g. Etimad) is restricted to Saudi nationals and residents
